各省、自(zi)治區、直轄市衛生(sheng)(sheng)廳局、建(jian)設(she)(she)廳(建(jian)委),江蘇、山東、浙江省建(jian)管局,新疆生(sheng)(sheng)產建(jian)設(she)(she)兵團衛生(sheng)(sheng)局、建(jian)設(she)(she)局,衛生(sheng)(sheng)部衛生(sheng)(sheng)監督中(zhong)心:

建(jian)(jian)筑(zhu)工(gong)地食(shi)堂(tang)(tang)(tang)食(shi)品(pin)衛生安全(quan),關(guan)系到建(jian)(jian)筑(zhu)工(gong)人身體(ti)健康和生命安全(quan),關(guan)系到社會穩定和經濟(ji)發展(zhan),《國(guo)務院(yuan)關(guan)于進一(yi)步加(jia)強食(shi)品(pin)安全(quan)工(gong)作(zuo)的決(jue)(jue)定》(國(guo)發[2004]23號)(以下(xia)簡稱《決(jue)(jue)定》)明(ming)確要求(qiu)強化建(jian)(jian)筑(zhu)工(gong)地食(shi)堂(tang)(tang)(tang)監(jian)督檢查,切實(shi)維護(hu)建(jian)(jian)筑(zhu)工(gong)人健康權益。各級(ji)衛生和建(jian)(jian)設主(zhu)管部(bu)門要認真貫徹落(luo)(luo)實(shi)《決(jue)(jue)定》精神,切實(shi)保障建(jian)(jian)筑(zhu)工(gong)人身體(ti)健康和飲食(shi)安全(quan),把建(jian)(jian)筑(zhu)工(gong)地食(shi)堂(tang)(tang)(tang)衛生監(jian)管工(gong)作(zuo)落(luo)(luo)到實(shi)處。具體(ti)要求(qiu)如(ru)下(xia):

一、統(tong)一思想,提高認識

各(ge)級(ji)衛生、建設主(zhu)管部門要按照《決定》要求,將做好建筑工地食堂衛生工作(zuo)作(zuo)為(wei)實踐“三個(ge)代表”重要思想、堅(jian)持以人(ren)為(wei)本、執政為(wei)民(min)的具(ju)體體現(xian),從維護廣大(da)建筑工人(ren)合(he)法權(quan)益(yi)和社會穩定出發,充分認識建筑工地食堂衛生工作(zuo)的重要性,統(tong)一思想,加強領導,切實采取有效措施加強建筑工地食堂衛生管理(li)工作(zuo),將黨和政府對建筑工人(ren)健康和生命安全的關(guan)心(xin)落到實處。

二、明確部(bu)門職責,密切(qie)部(bu)門合作(zuo)

各(ge)級(ji)衛(wei)(wei)生(sheng)(sheng)部(bu)門應根(gen)據《食(shi)(shi)品衛(wei)(wei)生(sheng)(sheng)法(fa)》的(de)有關規(gui)(gui)定,發(fa)揮食(shi)(shi)品衛(wei)(wei)生(sheng)(sheng)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)技術優(you)勢,科學(xue)引導(dao),合理(li)(li)規(gui)(gui)范(fan),做好(hao)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)地食(shi)(shi)堂(tang)衛(wei)(wei)生(sheng)(sheng)的(de)指導(dao)監(jian)(jian)督工(gong)(gong)作(zuo)。各(ge)級(ji)建(jian)(jian)設(she)(she)主管(guan)(guan)(guan)(guan)(guan)部(bu)門應根(gen)據《建(jian)(jian)設(she)(she)工(gong)(gong)程安全生(sheng)(sheng)產(chan)管(guan)(guan)(guan)(guan)(guan)理(li)(li)條例(li)》的(de)有關規(gui)(gui)定,做好(hao)轄區內建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)地食(shi)(shi)堂(tang)的(de)指導(dao)監(jian)(jian)督工(gong)(gong)作(zuo),并要(yao)求各(ge)施(shi)工(gong)(gong)單位嚴格按照《建(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)工(gong)(gong)安全檢查標準》(JGJ59-99)、《建(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)工(gong)(gong)現場環境與(yu)衛(wei)(wei)生(sheng)(sheng)標準》(JGJ146-2004)等要(yao)求,將工(gong)(gong)地食(shi)(shi)堂(tang)管(guan)(guan)(guan)(guan)(guan)理(li)(li)納(na)入(ru)建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)地質量(liang)安全管(guan)(guan)(guan)(guan)(guan)理(li)(li)體(ti)系,嚴格制(zhi)(zhi)度管(guan)(guan)(guan)(guan)(guan)理(li)(li)。各(ge)級(ji)衛(wei)(wei)生(sheng)(sheng)和建(jian)(jian)設(she)(she)主管(guan)(guan)(guan)(guan)(guan)部(bu)門要(yao)結(jie)合當(dang)地實際情況(kuang),進一步(bu)完善工(gong)(gong)作(zuo)機制(zhi)(zhi),建(jian)(jian)立(li)健(jian)全建(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)(gong)地食(shi)(shi)品衛(wei)(wei)生(sheng)(sheng)管(guan)(guan)(guan)(guan)(guan)理(li)(li)責(ze)任(ren)制(zhi)(zhi)和責(ze)任(ren)追究制(zhi)(zhi)。

三、日常監(jian)督和專項(xiang)整治相結(jie)合,消除食(shi)品安全(quan)隱患

各(ge)級衛(wei)生部門應加強對(dui)建筑工(gong)地食(shi)堂衛(wei)生的(de)日常監(jian)督(du),對(dui)食(shi)堂采(cai)購、貯存、加工(gong)中容易(yi)造(zao)成食(shi)物中毒(du)或者其(qi)他食(shi)源性疾患(huan)的(de)重(zhong)要環節應重(zhong)點(dian)進行監(jian)督(du)指導。對(dui)發現的(de)問題,要及(ji)時提出整改措施(shi)。通過完善重(zhong)大食(shi)品衛(wei)生和(he)食(shi)源性疾病事件調(diao)查的(de)報告和(he)處理機制,確保(bao)建筑工(gong)地食(shi)品安全(quan)事件報告及(ji)時、反應迅速、處理得當。

各級建設行(xing)政主管部門要(yao)對建筑工(gong)地(di)食(shi)堂衛生(sheng)(sheng)措施落實情況進(jin)行(xing)巡查(cha),并將建筑工(gong)地(di)食(shi)堂衛生(sheng)(sheng)管理作(zuo)為施工(gong)企業(ye)文(wen)明施工(gong)的重要(yao)檢(jian)查(cha)內容(rong)和考(kao)核指(zhi)標(biao)。

在食(shi)物中(zhong)毒高發季(ji)節,各級衛(wei)(wei)生(sheng)(sheng)部門(men)要會同建設(she)主(zhu)管部門(men)對建筑(zhu)工地(di)(di)食(shi)堂衛(wei)(wei)生(sheng)(sheng)狀況開展專項整治,消除建筑(zhu)工地(di)(di)食(shi)堂食(shi)品安全(quan)(quan)隱患,確保建筑(zhu)工人飲食(shi)衛(wei)(wei)生(sheng)(sheng)安全(quan)(quan)。

四、明(ming)確食品安全責任(ren)人,保障各項措施落實

建(jian)(jian)筑工(gong)(gong)地(di)項目負責人(ren)是建(jian)(jian)筑工(gong)(gong)地(di)食(shi)(shi)堂(tang)食(shi)(shi)品(pin)安全第一責任人(ren);建(jian)(jian)筑工(gong)(gong)地(di)食(shi)(shi)堂(tang)管(guan)理人(ren)員(yuan)是食(shi)(shi)品(pin)安全直(zhi)接負責人(ren),具(ju)體負責建(jian)(jian)立食(shi)(shi)品(pin)衛(wei)(wei)生(sheng)(sheng)(sheng)責任制和(he)有關(guan)食(shi)(shi)品(pin)衛(wei)(wei)生(sheng)(sheng)(sheng)安全的管(guan)理制度,保證食(shi)(shi)堂(tang)環境、食(shi)(shi)品(pin)采購、貯存(cun)及加(jia)工(gong)(gong)等符合(he)(he)《食(shi)(shi)品(pin)衛(wei)(wei)生(sheng)(sheng)(sheng)法(fa)》等相關(guan)法(fa)律法(fa)規要(yao)求。建(jian)(jian)筑工(gong)(gong)地(di)食(shi)(shi)堂(tang)要(yao)配備符合(he)(he)衛(wei)(wei)生(sheng)(sheng)(sheng)標準的給(gei)水、排水等設施(shi),配備專職(zhi)或(huo)(huo)兼職(zhi)食(shi)(shi)品(pin)衛(wei)(wei)生(sheng)(sheng)(sheng)管(guan)理人(ren)員(yuan),食(shi)(shi)堂(tang)從業人(ren)員(yuan)必須持有效體檢合(he)(he)格證明上崗。發生(sheng)(sheng)(sheng)食(shi)(shi)物中毒事故后,食(shi)(shi)堂(tang)開辦單位(wei)應(ying)及時報告當地(di)衛(wei)(wei)生(sheng)(sheng)(sheng)和(he)建(jian)(jian)設主(zhu)管(guan)部門并積(ji)極協(xie)助醫療機構(gou)組(zu)織(zhi)救治,對(dui)疏(shu)于管(guan)理,造成食(shi)(shi)物中毒及其他食(shi)(shi)源性疾患或(huo)(huo)隱瞞不報的建(jian)(jian)筑工(gong)(gong)地(di)食(shi)(shi)堂(tang)和(he)相關(guan)責任人(ren),要(yao)依法(fa)追究責任。

五、加大宣傳力度,提高(gao)食品衛生(sheng)意識

各級衛(wei)(wei)生(sheng)部門、建設(she)主管部門要針對建筑(zhu)工(gong)地食堂衛(wei)(wei)生(sheng)的薄弱環(huan)節(jie)(jie)和預防(fang)集體食物(wu)中毒的重點(dian)環(huan)節(jie)(jie),廣(guang)泛開(kai)(kai)展多(duo)種形式的食品(pin)(pin)衛(wei)(wei)生(sheng)知(zhi)識宣傳(chuan)工(gong)作,倡導健康的飲(yin)(yin)食和衛(wei)(wei)生(sheng)習(xi)慣,增強建筑(zhu)工(gong)地食堂開(kai)(kai)辦單位責任意(yi)(yi)識,強化食堂從業人(ren)(ren)員食品(pin)(pin)安(an)全意(yi)(yi)識,提(ti)高建筑(zhu)工(gong)人(ren)(ren)食品(pin)(pin)衛(wei)(wei)生(sheng)知(zhi)識和自我安(an)全防(fang)范意(yi)(yi)識,切(qie)實保障建筑(zhu)工(gong)人(ren)(ren)飲(yin)(yin)食安(an)全。

各地衛生、建設主管部門要按照《決定》要求,密切配合、合理分工、運行高效、形成合力,切實把建筑工地食堂衛生各項工作落到實處,共同努力營造建筑工地食堂衛生的良好局面。
